Public comments will be accepted starting January 7, 2026, and will end on March 16, 2026, at 11:59 p.m. ET. A request for public hearing may be requested within 15 days of publication of these rules in the Register by submitting a request in writing to:

Interested persons may electronically submit written comments on the proposed rule to ncfaq@ncblcmhc.org with the subject line “IPP rule comment” or by attending the meeting at which the rule will be discussed and voted on.
Written comments on the proposed rules must be submitted no later than 11:59 pm ET on March 16, 2026.
