North Carolina Professionals Health Program
The North Carolina Professionals Health Program (NCPHP) is the Board’s selected provider for the Impaired Professionals Program. The NCPHP has an agreement with the Board to provide screening and monitoring to potential participants or participants who have or may have an impairment.

Impairment means a condition or disorder caused by substance use, burnout, compassion fatigue, or other mental health issue that hinders professional competence or the ability to provide or supervise clinical mental health counseling services with reasonable skill and safety.
Board Referrals
The Board can refer potential participants to NCPHP if information concerning suspected impairment has been provided to the Board or the Program.
Note that licensees, applicants and potential applicants can self-refer for screening or monitoring.
Self-Referrals
Those who can refer themselves to NCPHP include:
- Current Licensees – LCMHCA, LCMHC, or LCMHCS
- Former Licensees who retain the ability to seek license reinstatement
- Applicants/Potential Applicants
Who Qualifies as an Applicant?
An "Applicant" is a person who has submitted an application to the Board, paid the application fee, and received confirmation of receipt of the application from the Board.
What Determines a Potential Applicant?
"Potential Applicant" means a person who has completed a qualifying graduate training program and provides an attestation of their intention to apply for licensure by the Board within two years.
